At least 22 people were killed in separate outbreaks of political violence in the Indonesian province of Papua in early August. This came just hours after the police had managed to quell two days of rioting between opposing clan members that killed 18 people in the province's central highlands. Although not confirmed, police suspected that the attack was carried out by the Free Papua Movement, a fractious rebel organisation that has fought a four-decade insurgency against Jakarta. Indonesia's short-term political risk rating is weighed down by the security threats component, as isolated secessionist movements limit government control in some areas
