The Thai government has expressed its intention to withdraw from the World Heritage Convention (WHC) following a decision by the secretariat to advance Cambodia's management plan for the Preah Vihear temple. The Thai delegation had earlier issued an ultimatum that Thailand would withdraw if the WHC decides to go ahead with the Preah Vihear development plan. We believe that political lobbying by the 'Yellow Shirts' in recent months was partly responsible for pressuring the government into making the move.
